This "dead htc one v phone" is not only related to India. Searching internet I can see same problems reported from USA, Canada, Russia, UK
    and countries in Far East.
It seems the problem is related to hardware. Other two common problems are the digital noise in earphones when using the wired jack and
other problem is the loosing wi-fi & cell network if bottom of the phone is touching the arm that holding it.
I liked this phone too, but buying it now is probably going to be the waste of money as I am very critical to the sound quality and reliability.

So I would suggest you to wait until january 2013. HTC manufacturers are probably aware of the problems with this phone, because so many
new motherboards are spent to replace the died ones worldwide but they need to exhaust the current stock of existing PCB's before the new ones with
fixed problem will become available for manufacturing.
So if you wait few more month it's very unlikely that you will buy a bad phone from the old batch
