there are some phones which do not accept to download data bundle but instead use the credit in the phone whenever you log into the internet. if you look at it that way stops the user from enjoying many things that one can with the android application i need to know if the htc one v allows data bundle downloads

Exactly! Even the HTC One V which is the low-end smart phone requires some sort of data plan. Do not stress your mind over this.
